Brandy is the collective name for distilled wine. Cognac and armagnac are therefore also brandy. They may only be called that because they come from a demarcated French area and meet strict rules.
Beyond that, almost every wine country makes its own version. Spain has brandy de Jerez, which matures in old sherry casks and therefore turns out fuller and sweeter. Greece has Metaxa, which strictly speaking is a blend of brandy with wine and herbs.
For the buyer this mainly means: a brandy without French origin is often rounder and sweeter, and usually a good deal cheaper.
Cognac is brandy. But not every brandy may be called cognac; that depends on the place and the rules.
