IPA stands for India Pale Ale. The story goes that British brewers added extra hops so the beer would survive the journey to India; hops, after all, act as a preservative. Whether that is entirely true is open to question, but the style stayed.
What an IPA is all about is the hops: bitter, with notes of citrus, grapefruit, resin or tropical fruit, depending on the variety. American hops give pronounced citrus, European ones more spiciness.
Drink an IPA fresh. Hop aroma fades faster than malt, so an IPA that sits for months loses exactly what you buy it for.
Hops are the only ingredient in beer that really spoils in the glass. You drink an IPA fresh, not from the cellar.
